Somalia to Get More Peacekeeping Troops
The United Nations Security Council voted unanimously to send additional peacekeeping troops to Somalia during their annual meeting at its headquarters in New York on Friday. Security Council resolution 2010 raised the number of troops for the African Union Mission in Somalia from about 9,300 to 12,000. It also extended its mandate in Somalia until next year. The council has also called on Somalia's transitional government to carry out a roadmap leading to elections within a year. The new troops will likely come from Burundi, Djibouti, Sierra Leone and Uganda. Somalia's Ambassador to the United Nations, Elmi Ahmed Duale, said peacekeepers were urgently needed across his country. Elmi Ahmed Duale said, "Mr. President, as most of the members of the Security Council are aware of, the Somali security forces are overextended at present and they are contained only in Mogadishu and that it is of utmost urgency to enlarge and improve the capabilities of the Somali armed forces and police. Furthermore, as also stated by His Excellency, the Secretary-General, in order to consolidate and build on the recent security gains, it is essential to also enlarge the AMISOM forces. More displaced Somalis from the Bay area moved into the semi-autonomous region of Puntland in droves on Tuesday, as the nation continues to suffer from drought and famine. This region is the sixth in Somalia to be impacted by starvation since the United Nation's first announced the outbreak of famine in July which has affected a little over half the population. On Monday, the UN said that the six out of eight regions south of the country are now affected by the famine, as 750, 000 Somalis are at risk of starvation. Amina Mohammed is an example of a person who has been displaced within Somalia. "I came from Bay in Southern Somalia last month because of the drought, I settled at Galkayo but the recent clashes scared me and I had to move from there. I got here yesterday but the situation looks the same from where I came from, I don't know what to do," she said. Moreover, aid agencies are facing difficulty supplying the people with food, as the al-Qaeda affiliated al-Shabab rebels are prohibiting incoming aid to the southern territory which they predominantly control. Also, displaced farmers don't have enough time to reach their farms to tend their crops by October, when brief rainfall is expected. "The situation at Bay was very bad, there is a lot of starvation there and there is no water. The last time it rained there was years ago and all our livestock was wiped out. We are farmers and all our crops died, I don't think enough attention is being given to this situation," she said. The displaced have been complaining about the lack of basic human necessities like food and shelter. Thirty percent are suffering from severe malnourishment and the UN reports two in 10,000 deaths a day. Since the end of dictator Mohammed Siad Barre's rule 20 years ago, Somalia has been hit by continuous conflict and civil war. The country has been ruled by interim governments since 2004, but a meeting was held by various stakeholders on Tuesday in the capital Mogadishu to discuss both security and political reform and the holding of elections next year. Clinton: Somalia to Receive Millions for Famine Relief At the International Food Policy research Institute, U.S. Secretary of State Hillary Clinton said that the U.S. will increase aid for famine relief to the Horn of Africa, with 12 million U.S. dollars reserved for Somalia, the worst affected by the crisis. "The United States is the largest single country contributor of food and humanitarian assistance to the Horn of Africa. On Monday, President Obama announced that in light of the current crisis, we are making available an additional 105 million dollars in emergency funding. Today I'm announcing another 17 million on top of that, with 12 million designed specifically for helping the people of Somalia. That brings the total U.S. humanitarian assistance to the region to more than 580 million dollars this year. We are reaching more than 4.6 million people with this aid." Ms. Clinton said. Ms. Clinton re-issued her demand for Al Shabaab militants to give aid workers free entry into Somalia. "Still, a great deal depends on whether al Shabaab is willing to let international assistance be delivered. And so I once again urge al Shabaab to heed the calls not only of the international community, including the Arab league, but of the cries of their own people, and allow the secure delivery of relief to all those who are afflicted. The United States will continue to work with Somalis and the international community to bring the hope of peace and stability to Somalia. And we join all Somalis in hoping that there will be a future with a functioning government that can protect the Somali people against famine and help to build a sustainable agricultural sector." She added. Clinton called on governments and donors to contribute with immediate aid for the 12 million people affected by the worst drought and famine in decades in countries such as Ethiopia, Kenya, Djibouti and Somalia. Somalian Militant Group Rejects Famine Aid
(Image source: BBC News) BY: ALEJANDRA QUINTELA Somalia is desperate and hungry. But when other countries offer aid, Al Shabab says "no." The militant group has reversed its decision earlier this month to allow aid organizations into the region -- following a UN declaration of famine. Al Jazeera reports: "The UN's food agency says that now 12 million people need emergency aid -- with hundreds of that lot dying every single day. In the regions where famine has been declared, close to a third of the population are suffering from starvation and mass displacement." But while the international community tries to respond to the UN's call, the rebel group says the declaration is a lie. Christian Science Monitor quotes an Al Shabab spokesman saying -- what famine? "We say [the UN declaration of famine in southern Somalia] is totally, 100 percent wrong and baseless propaganda. Yes there is drought but the conditions are not as bad as they say...They have another objective and it wouldn't surprise us if they were politicizing the situation." Al Shabab, an Islamic militant group with ties to Al Quaeda, has a history of harassing foreign aid groups. An analyst on CNN says Al Shabab's policies are what caused the famine in the first place. "All of these countries are suffering from this drougt. But it's only in Somalia -- and only in the southern part of Somalia where Al Shabab is in control -- where the UN has declared famine. ... They took a drought, and they turned it into a famine. They took a disaster and they turned it into an absolute catastrophe." But despite Al Shabab's refusal, humanitarian agencies are still trying to get into the famine zone. The Guardian reports: "The [World Food Program] plans to airlift food within the next few days into Mogadishu, to where many people have fled from the countryside due to hunger. The organisation is also looking at ways of getting food into the famine-hit areas if it can get assurances that its staff will not be harmed and aid will not be diverted." The situation gets more complicated, as official U.S. policies prohibit aid to terrorist groups like Al Shabab. It means the European Union has the rely on these organisations to provide aid inside Somalia, and on camps like this one in Doolow, near the borders with Kenya and Ethiopia in areas that that are not controlled by Al Shabab. Kristalina Georgieva, EU Commisisoner for Humanitarian Aid and Crisis Response: "We can get aid into the famine zones and we also can make it possible for many more places in Somalia to be provided with food, water, medical support. So IDPs do not have to cross all the way into Ethiopia or in Kenya, creating a bigger refugee problem for the future." Al-Shabab has banned 16 aid organisations and also the World Food Programme from delivering aid in Somalia because it accuses them of spreading Christian thinking. But away from the violence of Mogadishu, there's a part of the country which is prospering - Somaliland. Last year, it held a presidential election which was praised by international observers. MaximsNewsNetwork: 12 March 2020 - UNHCR: Somalia - The United Nations Refugee Agency, UNHCR, reports that thousands in Somalia have fled the latest violent clashes in Mogadishu which continue to claim civilian lives. So far this month 60 people, mostly civilians, have reportedly been killed and another 120 have been injured; UNHCR estimates over 100,000 Somalis have fled their homes this year alone. It is also estimated that 1.4 million Somalis are displaced inside the country and over a half million are refugees in neighbouring states, making it one of the largest refugee crises in the world. Many have found shelter in what has become a massive shanty town outside of Mogadishu on the road to Afgoye. SOUNDBITE (Somali) Halima Daaud, Displaced Person, Somalia: We have already moved away from our homes because of the daily violence, we already fled and now we are moving again. Here we have more problems - we dont know where to go. We are afraid to leave Mogadishu, we are afraid of the insects biting us and there are no good shelters to sleep in and the worst case scenario is looming. It may be safer there but the conditions are brutal. Despite the violence in Mogadishu many Somalis like Mako Hassan say they will try and survive in the city. SOUNDBITE (Somali) Mako Hassan, Displaced Person, Somalia: We previously moved from our home in Suqa Holaha. I have lived here for months. We endure the violence. Sometimes the fighting and mortar shells reach my home. We always hear the sound of gunfire, but we have survived so many times. Water, food and other essential items are very expensive and it is also dangerous just to try to obtain them. SOUNDBITE (Somali) Mako Hassan, Displaced Person, Somalia: My husband doesnt have a job, he cant help us. I sometimes work doing laundry for other families to earn some money so we can eat.
