Somalia famine summit postponed
An African Union meeting on the famine in Somalia has been delayed for two weeks. The emergency summit was scheduled for August 9, but officials said this left insufficient time for all heads of state to gather. The famine, however, is spreading. The UN declared three new regions in Somalia "famine zones" on Wednesday, expanding the area where the highest rates of malnutrition and mortality are taking place, including the refugee camps in the capital, Mogadishu. The UN's food arm, FAO, said the famine is likely to spread across all regions of Somalia's south in the next four to six weeks. Famine conditions are likely to persist until December, FAO said. Half a million children are on the brink of starvation, with at least two of the famine zones under the control of al-Shabab, an opposition group regarded by US security agencies as linked to al-Qaeda. The UN says that about two million people in these regions cannot be reached and there are claims that large numbers of them are being held against their will.

Global leaders held a mini-summit on the political future of Somalia at the United Nations headquarters on Friday. The meeting was held on the sidelines of the annual U.N. General Assembly. U.N. chief Ban Ki-moon said, "For the first time since the Djibouti Peace Agreement of 2008, there is a significantly more inclusive political process and a consensus of how to end the transition. It is time now for the Transitional Federal Institutions and Somalia's leaders to implement the roadmap to end the transition, keeping in mind that future assistance will be contingent on the timely attainment of the agreed benchmarks," Al Shabaab fighters retreated from Mogadishu after four years of battling government forces and foreign peacekeepers. The insurgent's retreat from the capital effectively handed full control of the city to the government for the first time since civil war broke out in 1991. Jean Ping, the Chairman African Union, called on the international community to continue its support of Somalia. But United States Secretary of State Hillary Clinton issued a stern warning to the summit. Clinton said it is time for the Somalis to take control. She said, "Time may be running out. If we don't do this right now, given the fact that the African Union Mission for Somalia has been successful in opening up the space in Mogadishu. If Somali leaders do not follow the roadmap that has been negotiated by Africans for Africans, then I don't know that the international community will be here next year and the year after with support. It is now up to Somalis," The U.N. will host a high-level meeting on its humanitarian response to the famine in Somalia and the rest of the Horn of Africa on Saturday. Clinton: Somalia to Receive Millions for Famine Relief At the International Food Policy research Institute, U.S. Secretary of State Hillary Clinton said that the U.S. will increase aid for famine relief to the Horn of Africa, with 12 million U.S. dollars reserved for Somalia, the worst affected by the crisis. "The United States is the largest single country contributor of food and humanitarian assistance to the Horn of Africa. On Monday, President Obama announced that in light of the current crisis, we are making available an additional 105 million dollars in emergency funding. Today I'm announcing another 17 million on top of that, with 12 million designed specifically for helping the people of Somalia. That brings the total U.S. humanitarian assistance to the region to more than 580 million dollars this year. We are reaching more than 4.6 million people with this aid." Ms. Clinton said. Ms. Clinton re-issued her demand for Al Shabaab militants to give aid workers free entry into Somalia. "Still, a great deal depends on whether al Shabaab is willing to let international assistance be delivered. And so I once again urge al Shabaab to heed the calls not only of the international community, including the Arab league, but of the cries of their own people, and allow the secure delivery of relief to all those who are afflicted. The United States will continue to work with Somalis and the international community to bring the hope of peace and stability to Somalia. And we join all Somalis in hoping that there will be a future with a functioning government that can protect the Somali people against famine and help to build a sustainable agricultural sector." She added. Clinton called on governments and donors to contribute with immediate aid for the 12 million people affected by the worst drought and famine in decades in countries such as Ethiopia, Kenya, Djibouti and Somalia. Displaced Camps Flooded in Mogadishu
At a time when Somalia is struggling the drain of scarcity and famine, a flood leaves Somalia's breadbasket underwater, destroying their makeshift shelters, creating the conditions for an extended famine and taking the area's misery to a whole new level. As rain reached the camp in Mogadishu on July 31, old women and children struggled to repair their shelters which could not withhold the downpour. Internally displaced people described their situation as a desperate one, and had nothing to shield them from the harsh weather conditions. Thousands of IDPs, who were previously living in destroyed buildings in the Somali capital, have now been moved to camps outside the city. The U.N has declared famine in two cities of southern Somalia, and has said that 3.7 million people are at risk of starvation. An ongoing scarcity in East Africa is the worst to strike the region in six decades. Humanitarian crisis continues in Somalia caused by military conflict and years of famine. So, mostly in southern Somalia we're seeing a weakened population, and we have to focus on this. We have called on all global supply lines to supply these fortified foods. Somalian Militant Group Rejects Famine Aid
(Image source: BBC News) BY: ALEJANDRA QUINTELA Somalia is desperate and hungry. But when other countries offer aid, Al Shabab says "no." The militant group has reversed its decision earlier this month to allow aid organizations into the region -- following a UN declaration of famine. Al Jazeera reports: "The UN's food agency says that now 12 million people need emergency aid -- with hundreds of that lot dying every single day. In the regions where famine has been declared, close to a third of the population are suffering from starvation and mass displacement." But while the international community tries to respond to the UN's call, the rebel group says the declaration is a lie. Christian Science Monitor quotes an Al Shabab spokesman saying -- what famine? "We say [the UN declaration of famine in southern Somalia] is totally, 100 percent wrong and baseless propaganda. Yes there is drought but the conditions are not as bad as they say...They have another objective and it wouldn't surprise us if they were politicizing the situation." Al Shabab, an Islamic militant group with ties to Al Quaeda, has a history of harassing foreign aid groups. An analyst on CNN says Al Shabab's policies are what caused the famine in the first place. "All of these countries are suffering from this drougt. But it's only in Somalia -- and only in the southern part of Somalia where Al Shabab is in control -- where the UN has declared famine. ... They took a drought, and they turned it into a famine. They took a disaster and they turned it into an absolute catastrophe." But despite Al Shabab's refusal, humanitarian agencies are still trying to get into the famine zone. The Guardian reports: "The [World Food Program] plans to airlift food within the next few days into Mogadishu, to where many people have fled from the countryside due to hunger. The organisation is also looking at ways of getting food into the famine-hit areas if it can get assurances that its staff will not be harmed and aid will not be diverted." The situation gets more complicated, as official U.S. policies prohibit aid to terrorist groups like Al Shabab. Across the eastern Horn of Africa, more than 11 million people—a number greater than the populations of Houston and New York City combined—are now in need of emergency assistance to survive. As a result of the region's worst drought in 60 years, crops have failed, livestock have died, and prices in local markets are too high for most people to buy what is needed to feed their families. Millions of people are affected in Ethiopia, Djibouti, Kenya, and especially in Somalia. On July 20, 2011 the United Nations announced that famine exists in two regions of Somalia. As the situation has grown more dire, over 600,000 Somalis have fled to neighboring countries, , some walking hundreds of miles to refugee camps in search of food and water. Nearly half of the children arriving at the camps are acutely malnourished; all are in need of emergency assistance and support for the extremely difficult weeks and months ahead. The United States is one of the largest donors of emergency assistance to the region, helping more than 4.6 million of those in need and providing over $459 million this year alone, including an additional $28 million announced by Secretary Clinton following the declaration of famine.

Somalis flee drought-afflicted town
Somali Islamist group Al-Shabab lost control of Dobley near the Kenyan border to forces loyal to government in Mogadishu. They are all gone now. But the fight to take control of the town killed hundreds of people and destroyed much of its infrastructure. Residents, dealing with one of the worst droughts to ever hit the region, have no choice but to leave the town and cross the border into neighbouring Kenya. Al Jazeera's Nazanine Moshiri has this exclusive report.

Somalia famine: Islamists keep aid workers out
International efforts to fight the famine in Somalia are in trouble now that Islamist groups in the country continue to deny access to aid workers. Only the Norwegian Refugee Council, the Red Cross and Islamic Relief are not banned from working inside Somalia. It means the European Union has the rely on these organisations to provide aid inside Somalia, and on camps like this one in Doolow, near the borders with Kenya and Ethiopia in areas that that are not controlled by Al Shabab. Kristalina Georgieva, EU Commisisoner for Humanitarian Aid and Crisis Response: "We can get aid into the famine zones and we also can make it possible for many more places in Somalia to be provided with food, water, medical support. So IDPs do not have to cross all the way into Ethiopia or in Kenya, creating a bigger refugee problem for the future." Somalia's Al-Shabab islamist movement has said that the famine that has been declared by the United Nations was a 'politically motivated lie'. Al-Shabab has banned 16 aid organisations and also the World Food Programme from delivering aid in Somalia because it accuses them of spreading Christian thinking. Since 2008, a total of 36 international aid workers have been killed while working in Somalia. For more than 3 years combined 10 million people have been affected by severe drought in the horn of Africa, the worst it has ever faced in 60 years. 3 million of those affected are in Somalia and in need of desperate help as the situation has reached a stage where food is scarce and a quarter of the population has been displaced as thousands of families are having to flee daily from their homes towards neighbouring countries and refugee camps. The drought has affected all the countries located in the horn but southern and central Somalia are the most seriously hit with more than 70% of the population affected. More than 65% of the livestock have already died and crops have barely grown in the last three years. Malnutrition within the children and the elderly is the worst in the world with Global Acute malnutrition (GAM) over 40%. In the worst areas one in three children are suffering from malnutrition. To respond ADT has distributed emergency food to over 1500 households in Mogadishu and its suburbs. Construction of hand dug wells are also undergoing in lower Jubba. The Hidden Truth Of Somali Piracy ... "Most of you have already heard about the Somali pirates. Just recently they captured an American cargo ship and held the captain hostage. They have done this to many other vessels from a variety of different countries. In fact, the American captain was lucky -- he escaped, with the help of some sharp-shooter Navy Seals -- but hundreds of international sailors and crew are still being held by Somali pirates who seek millions of dollars for their safe return, and the safe return of their ships. You know all this already, though. And you probably think it's just one more evil group of people trying to get rich quick. You probably even think we should just kill them all or find their Somali-based camp and wipe it out and be done with it. But there's another side of this story you haven't been told. And when you hear it, you might just change your opinion of what's been going on. I want to first describe Somalia. It's not a beautiful place, in fact it has been compared to hell on earth. All of Africa is poor by western standards, but Somalia is poor by African standards. Decades of drought, famine, genocide, war and corruption have left the inhabitants of this dusty ruin of a country in a constant battle for daily survival. The land is littered with trash and debris from brief periods of hope and prosperity that cycled through corruption and violence. People live in huts made of trash and a majority of the nation survives on their only resource -- the ocean. In the latter part of the 1990s, Somali people began to get sick. It was isolated at first -- skin rashes, some hair falling out, bleeding of the gums, diarrhea... and it came and went. Some people thought it could have been the fish or the water, but no one really could focus on the cause. Then, on Christmas day of 2004, it all became clear. The great earthquake in Indonesia caused a deadly tsunami that moved west, killing hundreds of thousands of people along the way, and finished by pushing the ocean waters up the Somali coast. After it receded, Somali people found dozens of huge, strange metal cylinders on their shoreline. Being impoverished but resourceful, people began to open the cylinders and scavenge through the contents. Maybe there was something of value inside... something they could use or sell for food. Some cylinders contained what appeared to be rocks or dirt, others had what looked like plastic and glass trash. Soon, the beaches were littered with the same debris, likely from cylinders that had broken apart under the water. Within a few weeks, hundreds of people were sick and 300 people had died. Why? What was going on? What does this have to do with pirates? In a schoolyard, the bullies usually pick on the weakest kids. In the global schoolyard, a country without a government to protect its people, like Somalia, is an invitation for abuse. And when the abuse is about money it's a done deal. The easiest way to abuse Somalia was to rob them of their one great resource -- food. According to Ahmedou Ould-Abdallah, the United Nations envoy to Somalia, "European ships have been looting Somaia's seas of their greatest resource: seafood. We have destroyed out own fish stocks by over-exploitation ñ and now we have moved on to theirs. More than $300 million worth of tuna, shrimp, lobster and other sea life is being stolen every year by vast trawlers illegally sailing into Somaliaìs unprotected seas." The most prized catch of the Somali seas if the yellowfin tuna, yet these fish have been found to have surprisingly high traces of such toxic chemicals as cadmium, mercury and radioactive uranium. Despite this, these same fish are sold all across Europe without the requirement to disclose the chemicals or their country of origin. But that's not the worst of it. The United Nations is warning of a looming catastrophe in Somalia, where every third child is suffering from acute malnutrition because of drought and hunger. The countryside is barren, and thousands of nomads are crossing the country on foot to get aid in Mogadishu, the capital, as the Horn of Africa region faces its worst drought in six decades.
