Al-Shabab reversed the longstanding ban earlier this month as the crisis in Somalia escalated into what the United Nations has now declared to be a famine threatening millions of people. The ban had grounded efforts to reach residents of drought-stricken areas across southern Somalia. Al-Shabab has also dismissed U.N. claims of a famine in Somalia as "100 percent false." Touring southern Somalia on Thursday, World Food Programme executive director Josette Sheeran appealed for more aid. Josette Sheeran: "They need fortified supplemental foods in massive quantities throughout the areas where they have been unable to be reached. So, mostly in southern Somalia we're seeing a weakened population, and we have to focus on this. We have called on all global supply lines to supply these fortified foods. Famine was declared in two regions of Somalia on Wednesday where 3.7 million people are in need of urgent humanitarian assistance. Another eight million people need food assistance in neighboring countries including Kenya and Ethiopia. United Nations Secretary-General Ban Ki-moon calls the situation a "catastrophic combination of conflict, high food prices and drought" and has appealed for immediate aid. We go to Nairobi for an update from Kiki Gbeho of the U.N. Office for the Coordination of Humanitarian Affairs. We also speak with Christian Parenti, author of "Tropic of Chaos: Climate Change and the New Geography of Violence." "This was predicted long ago by people on the ground," Parenti says. Weather conditions over the Pacific have interrupted seasonal rains for two consecutive seasons. Rains are not expected to return until September 2011. This drought, which is said to be 'the worst in 60 years', has caused a food crisis in the Horn of Africa that threatens the livelihood of more than 10 million people. The crisis is compounded by rebel activity around southern Somalia. The Famine Early Warning Systems Network (FEWS-Net) declared an emergency for large areas in southern Somalia, southeastern Ethiopia, and northeastern Kenya, which could culminate in widespread famine if the current conditions aren't addressed. Calling it "imperative that the nations and peoples of the world speak with one voice," Mr. Obama said he was dispatching Secretary of State Hillary Rodham Clinton to Geneva next Monday to meet with top diplomats on how to respond to the crisis. "The suffering and bloodshed is outrageous, and it is unacceptable," Mr. Obama said at the White House after meeting with Mrs. Clinton. "These actions violate international norms and every standard of common decency. This violence must stop." Mr. Obama made no mention of the Libyan strongman, Col. Muammar el-Qaddafi, reflecting the administration's worry about the safety of American diplomats and their families in Tripoli, where a ferry meant to evacuate Americans was still stuck at the port, penned in by high winds in the Mediterranean. Mr. Obama has been coming under fire from critics who said he has not been tough enough against Colonel Qaddafi in the wake of the violent crackdown by pro-Qaddafi forces against demonstrators. In his remarks Wednesday, Mr. Obama said that the Libyan government has a "responsibility to refrain from violence," adding that "it must be held accountable for its failure to meet those responsibilities." But he did not call for the resignation of Colonel Qaddafi, who vowed on Tuesday to fight against the uprising until "the last drop of my blood." Mr. Obama now joins the list of American presidents bedeviled over the past 40 years by the man whom Ronald Reagan called the "mad dog of the Middle East." Administration officials said they were considering sanctions to try to influence Colonel Qaddafi. The White House press secretary, Jay Carney, refused to say whether sanctions might include a no-fly zone over Libya, but Mrs. Clinton, without addressing the no-fly option, said Tuesday that "everything will be on the table." She said the administration "will look at all the possible options to put an end to the violence, to try to influence the government." The Obama administration will no longer oppose legal challenges to the Defense of Marriage Act, just two months after Congress and the president agreed to repeal the military's ban on openly gay service members.
