More displaced Somalis from the Bay area moved into the semi-autonomous region of Puntland in droves on Tuesday, as the nation continues to suffer from drought and famine. This region is the sixth in Somalia to be impacted by starvation since the United Nation's first announced the outbreak of famine in July which has affected a little over half the population. On Monday, the UN said that the six out of eight regions south of the country are now affected by the famine, as 750, 000 Somalis are at risk of starvation. Amina Mohammed is an example of a person who has been displaced within Somalia. "I came from Bay in Southern Somalia last month because of the drought, I settled at Galkayo but the recent clashes scared me and I had to move from there. I got here yesterday but the situation looks the same from where I came from, I don't know what to do," she said. Moreover, aid agencies are facing difficulty supplying the people with food, as the al-Qaeda affiliated al-Shabab rebels are prohibiting incoming aid to the southern territory which they predominantly control. Also, displaced farmers don't have enough time to reach their farms to tend their crops by October, when brief rainfall is expected. "The situation at Bay was very bad, there is a lot of starvation there and there is no water. The last time it rained there was years ago and all our livestock was wiped out. We are farmers and all our crops died, I don't think enough attention is being given to this situation," she said. The displaced have been complaining about the lack of basic human necessities like food and shelter. Thirty percent are suffering from severe malnourishment and the UN reports two in 10,000 deaths a day. Since the end of dictator Mohammed Siad Barre's rule 20 years ago, Somalia has been hit by continuous conflict and civil war. The country has been ruled by interim governments since 2004, but a meeting was held by various stakeholders on Tuesday in the capital Mogadishu to discuss both security and political reform and the holding of elections next year. Clinton: Somalia to Receive Millions for Famine Relief At the International Food Policy research Institute, U.S. Secretary of State Hillary Clinton said that the U.S. will increase aid for famine relief to the Horn of Africa, with 12 million U.S. dollars reserved for Somalia, the worst affected by the crisis. "The United States is the largest single country contributor of food and humanitarian assistance to the Horn of Africa. On Monday, President Obama announced that in light of the current crisis, we are making available an additional 105 million dollars in emergency funding. Today I'm announcing another 17 million on top of that, with 12 million designed specifically for helping the people of Somalia. That brings the total U.S. humanitarian assistance to the region to more than 580 million dollars this year. We are reaching more than 4.6 million people with this aid." Ms. Clinton said. Ms. Clinton re-issued her demand for Al Shabaab militants to give aid workers free entry into Somalia. "Still, a great deal depends on whether al Shabaab is willing to let international assistance be delivered. And so I once again urge al Shabaab to heed the calls not only of the international community, including the Arab league, but of the cries of their own people, and allow the secure delivery of relief to all those who are afflicted. The United States will continue to work with Somalis and the international community to bring the hope of peace and stability to Somalia. And we join all Somalis in hoping that there will be a future with a functioning government that can protect the Somali people against famine and help to build a sustainable agricultural sector." She added. Clinton called on governments and donors to contribute with immediate aid for the 12 million people affected by the worst drought and famine in decades in countries such as Ethiopia, Kenya, Djibouti and Somalia. Magnitude of crisis hinders Somalia relief efforts
Somalia's government says it is making every effort to help refugees pouring into Mogadishu to escape the drought enveloping East Africa. The UN's Children's Fund began airlifting emergency supplies on Friday. But it will not reach all those in need just yet. The UN's World Food Programme says it will not get into southern Somalia - the most affected region as yet due to the large scale, affecting "a million people", of the crisis and the large amount of organisation that this operation demands. "We are literally on the discussion stage," said David Orr from the World Food Programme. Numerous appeals have been made to help the people of Somalia and the Horn of Africa in general. Some countries have made pledges to the UN but faced with hard economic times, many others may not be willing to commit anything at all. Al Jazeera's Catherine Soi reports from Nairobi.

Food shortage looms over Somalia
Somalia's drought is worsening and the tense security situation is hindering aid operations in the country. But al Shabab fighters, with links to Al-Qaeda, have reportedly been trying to bolster support by offering help to those in need as an alternative to western aid which they claim is a propaganda tool. For more than 3 years combined 10 million people have been affected by severe drought in the horn of Africa, the worst it has ever faced in 60 years. 3 million of those affected are in Somalia and in need of desperate help as the situation has reached a stage where food is scarce and a quarter of the population has been displaced as thousands of families are having to flee daily from their homes towards neighbouring countries and refugee camps. The drought has affected all the countries located in the horn but southern and central Somalia are the most seriously hit with more than 70% of the population affected. More than 65% of the livestock have already died and crops have barely grown in the last three years. Malnutrition within the children and the elderly is the worst in the world with Global Acute malnutrition (GAM) over 40%. In the worst areas one in three children are suffering from malnutrition. Somalia: Famine is Nearly Catastrophic
Islamist rebels in Somalia who control parts of the country where famine was stated this week have said aid agencies they expelled from those areas last year are not allowed to return. Al Qaeda-linked al Shabaab militants imposed a ban on food aid in 2010, which the U.N. and Washington say has worsened the condition. The U.N. World Food Programme was among several groups forced out of rebel areas which are now preparing to return, describing the situation in Somalia as increasingly desperate, in a news conference in Geneva on July 22nd. WFP spokesperson Emilia Casella said,"The situation is extremely dire. We're convinced that it is a lifesaving mission that we are obligated to undertake and therefore as soon as we receive the assurances that we will have security and the proper conditions of access we will be going back, and in fact we're already making those plans together with our partners." Al Shabaab had promised to allow relief agencies with "no hidden agendas" greater access to their lands. The UN told reporters said it had a "moral imperative" to get back into the areas from which it had been forced out. Melissa Fleming, UN commission for refugees chief spokesperson said, "We are really trying our best to work inside Somalia so that people don't have to make this devastating, life threatening trek into Kenya and Ethiopia. If we could aid the victims on the spot, prevent them from leaving their villages, we would not be in this terrible situation we are seeing now. "Many of the refugees are arriving in very bad shape, we're saying its close to catastrophic, our nutrition experts are calling it a dire nutritional emergency." Al Shabaab accused the United Nations on July 21 in exaggerating the severity of the situation in the southern side of the country for political purposes. This short film features people in Kenya who have seen the price of staples such as maize, beans and oil soar in the last two years. Many families are now getting by on only one meal a day. In the film, one woman says that she often misses her meals altogether so she can feed her children. Concern is responding to this crisis. In the Kerio Valley, we have successfully piloted a programme that uses mobile phone technology to give cash to the most vulnerable families so they can buy food. Marsabit and Kalacha we are working with partner agency Community Initiatives Facilitation and Assistance (Cifa) to help people manage the effects of drought.

Somalia has the worst humanitarian disaster in Africa. By the end of this year, 3.5 million people will be tottaly dependent on n food aid. Adding to the problems, Somalia is one of the world's most dangerous countries. Now the Dutch Navy, which has been escorting shipments, is ending its role. The World Food Programme says it may have to pull out.. because it can't protect its workers Zeina Awad reports.

The Hidden Truth Of Somali Piracy ... "Most of you have already heard about the Somali pirates. Just recently they captured an American cargo ship and held the captain hostage. They have done this to many other vessels from a variety of different countries. In fact, the American captain was lucky -- he escaped, with the help of some sharp-shooter Navy Seals -- but hundreds of international sailors and crew are still being held by Somali pirates who seek millions of dollars for their safe return, and the safe return of their ships. You know all this already, though. And you probably think it's just one more evil group of people trying to get rich quick. You probably even think we should just kill them all or find their Somali-based camp and wipe it out and be done with it. But there's another side of this story you haven't been told. And when you hear it, you might just change your opinion of what's been going on. I want to first describe Somalia. It's not a beautiful place, in fact it has been compared to hell on earth. All of Africa is poor by western standards, but Somalia is poor by African standards. Decades of drought, famine, genocide, war and corruption have left the inhabitants of this dusty ruin of a country in a constant battle for daily survival. The land is littered with trash and debris from brief periods of hope and prosperity that cycled through corruption and violence. People live in huts made of trash and a majority of the nation survives on their only resource -- the ocean. In the latter part of the 1990s, Somali people began to get sick. It was isolated at first -- skin rashes, some hair falling out, bleeding of the gums, diarrhea... and it came and went. Some people thought it could have been the fish or the water, but no one really could focus on the cause. Then, on Christmas day of 2004, it all became clear. The great earthquake in Indonesia caused a deadly tsunami that moved west, killing hundreds of thousands of people along the way, and finished by pushing the ocean waters up the Somali coast. After it receded, Somali people found dozens of huge, strange metal cylinders on their shoreline. Being impoverished but resourceful, people began to open the cylinders and scavenge through the contents. Maybe there was something of value inside... something they could use or sell for food. Some cylinders contained what appeared to be rocks or dirt, others had what looked like plastic and glass trash. Soon, the beaches were littered with the same debris, likely from cylinders that had broken apart under the water. Within a few weeks, hundreds of people were sick and 300 people had died. Why? What was going on? What does this have to do with pirates? In a schoolyard, the bullies usually pick on the weakest kids. In the global schoolyard, a country without a government to protect its people, like Somalia, is an invitation for abuse. And when the abuse is about money it's a done deal. The easiest way to abuse Somalia was to rob them of their one great resource -- food. According to Ahmedou Ould-Abdallah, the United Nations envoy to Somalia, "European ships have been looting Somaia's seas of their greatest resource: seafood. We have destroyed out own fish stocks by over-exploitation ñ and now we have moved on to theirs. More than $300 million worth of tuna, shrimp, lobster and other sea life is being stolen every year by vast trawlers illegally sailing into Somaliaìs unprotected seas." The most prized catch of the Somali seas if the yellowfin tuna, yet these fish have been found to have surprisingly high traces of such toxic chemicals as cadmium, mercury and radioactive uranium. Despite this, these same fish are sold all across Europe without the requirement to disclose the chemicals or their country of origin. But that's not the worst of it.
