CONVERSATIONS ON SOMALIA: HUMANITARIAN CRISIS AND PIRACY "Life is solitary, poor, nasty, brutish and short if there is no central authority." Thomas Hobbes, seventeenth century philosopher Somalia, on the horn of Africa, is often referred to as the worlds most complete example of a failed state. There has been no legally recognized or effective central government in Somalia since 1991, the year when its last president, military dictator Mohamed Siad Barre was deposed in a civil war that erupted in 1988 and is still ongoing. Somalia has experienced bloody inter clan conflicts that neither outside intervention or the number of conferences between the many interest groups in Somalia have been able to resolve the crisis. Somalia is also the worlds second largest humanitarian disaster. More than 3 million people (approximately 40% of the population) are in need of emergency assistance inside the country and half a million Somali refugees have fled to neighboring countries. Humanitarian organizations have warned and are concerned about Somalias severe humanitarian crisis and the inadequate international response. Most recently, Somalia has been in the spotlight thanks to the piracy threat in the Gulf of Eden. The piracy problem is regarded as symptomatic of root socio-economic problems taking place on onshore as well as almost two decades of a political vacuum inside the country. The Transitional Federal Government, supported by the international community and recognized by the United Nations, has failed to restore peace and stability in Somalia. The escalating piracy problem has only served to highlight its ineffectiveness. However, Somalia Prime Minister Omar Abdirashid Ali Sharmarke seems hopeful that all the negative publicity generated by the hijackings can be turned into international momentum to bring change to Somalia.
