Al-Shabab reversed the longstanding ban earlier this month as the crisis in Somalia escalated into what the United Nations has now declared to be a famine threatening millions of people. The ban had grounded efforts to reach residents of drought-stricken areas across southern Somalia. Al-Shabab has also dismissed U.N. claims of a famine in Somalia as "100 percent false." Touring southern Somalia on Thursday, World Food Programme executive director Josette Sheeran appealed for more aid. Josette Sheeran: "They need fortified supplemental foods in massive quantities throughout the areas where they have been unable to be reached. So, mostly in southern Somalia we're seeing a weakened population, and we have to focus on this. We have called on all global supply lines to supply these fortified foods. Famine was declared in two regions of Somalia on Wednesday where 3.7 million people are in need of urgent humanitarian assistance. Another eight million people need food assistance in neighboring countries including Kenya and Ethiopia. United Nations Secretary-General Ban Ki-moon calls the situation a "catastrophic combination of conflict, high food prices and drought" and has appealed for immediate aid. We go to Nairobi for an update from Kiki Gbeho of the U.N. Office for the Coordination of Humanitarian Affairs. We also speak with Christian Parenti, author of "Tropic of Chaos: Climate Change and the New Geography of Violence." "This was predicted long ago by people on the ground," Parenti says. U.N. Is Warned of Somalia's 'Disintegration'

Djibouti's President Ismail Omar Guelleh is warning that Somalia's Western-backed transitional government may not survive the intensified conflict with armed insurgents. Guelleh appeared before the United Nations Security Council in New York to plead for action, saying "I cannot see how we can avert the possibility of Somalia's plunge into an avoidable disintegration."

Fort McMurray Unveils New Gang Unit

Fort McMurray's gangs and organized crime will soon face a formidable foe. The Wood Buffalo RCMP detachment in Timberlea will be home to the recently announced serious and organized crime unit through the Alberta Law Enforcement Response Teams. "ALERT is an integrated policing model that is strongly supported by the government, as well as all the partner agencies and ALERT is made up of RCMP personnel and members of various municipal police services," said Insp. Bob Simmonds, who is in charge of the Fort McMurray enforcement team. ALERT was started by the Alberta government in 2006 with the aim to investigate and take down serious criminal activity like drug trafficking networks, marijuana grow operations, street-level gang activity and larger organized crime groups. Fort McMurray has faced a number of what RCMP deem "drug-related" crimes. In February, there was a double homicide which saw two men gunned down in a Haineault Street apartment — while the men were "known to police," it has not been confirmed as a drug crime, but it's proof enough of the problems in town. "It's pretty obvious when you're having double homicides and serious assaults that there are causes to those types of activities (and) situations, and we're hoping and expecting obviously that once we're underway that these types of activities hopefully are going to be reduced and perhaps even eliminated," Simmonds said. Fort McMurray will welcome 13 members for a gang enforcement unit — seven of which are paid for by the municipality, six by the province. ALERT will be operating an intelligence unit as well — a total of five positions, four paid for by the province and one by the municipality.
